Résumé:

    La géographie au Maroc a connu une sclérose, liée à une crise structurale. Un demi-siècle n’a pas suffi pour sortir la politique nationale en domaine de recherche de sa léthargie : une insuffisance en matière de documentation, et une pénurie de production scientifique et en matière d’édition. Jusqu’à présent une seule revue nationale traite du domaine de la géographie (RGM de l’ANAGEM), alors que la France, par exemple, a connu des revues régionales il y a presque un siècle ! La politique publique de réforme, ayant déployé ses stratégies de sa mise à niveau en exigeant des chercheurs une production sans mettre à leur disposition les moyens nécessaires, n’a pas pu nous faire sortir de cette impasse, telle est notre problématique.

    Coïncidant, par hasard à la naissance par césarienne d’une réforme de la recherche, l’effort d’une ONG, via la Revue AFN Maroc, avec des moyens de bord, arrivera-t-elle à relever ce triple défi de "régionalisation - nationalisation - internationalisation" de la recherche scientifique au Maroc ? Une telle tentative nous permettra d’améliorer davantage nos méthodes d’investigation dans ce domaine, et de plus, un tel outil mettra en lumière l’exploit de cette ONG, en améliora le rendement, et promouvra l’échange d’expériences.

    Nos multiples objectifs sont alors de promouvoir la régionalisation de la recherche (axée surtout sur le Nord du Maroc) d’une part, et de renforcer son originalité et son identité nationaliste d’autre part, sans se démarquer de la mondialisation qui s’impose (comité scientifique et indexation internationalisés). Aussi, le bilan d’une décennie d’expérience (2005-2016) s’avère nécessaire afin de participer à l’effort de documentation et de bibliométrie, facilitant la tâche aux chercheurs et aux documentalistes, et surtout, mettre au point des outils utiles pour les décideurs en orientant la politique publique et des initiatives civiles.

ثلاثية التحدي لجهوية وقطرية وعالمية البحث العلمي بالمغرب، حصيلة تجربة عشارية لمجلة منتدى شمال المغرب.

الملخص :
    عرفت الجغرافية نوعا من الجمود مرتبط بأزمة بنيوية. ولم يكن مرور نصف قرن كافيا لإخراج السياسة الوطنية في مجال البحث العلمي من سباتها : ضعف في مجال التوثيق، خصاص في الانتاج العلمي وفي مجال النشر. ومنذ بداية القرن الماضي سادت في مجال الجغرافيا مجلة واحدة (مجلة جغرافية المغرب تديرها جمعية)، في حين عرفت فرنسا مثلا، منذ ذلك التاريخ، مجلات جهوية. إن سياسة إصلاح التعليم والبحث الذي انتهجه المغرب منذ 2003 والتي هدفت إلى رفع المستوى بإلزام الأساتذة برفع وتيرة الانتاج العلمي، بدون أن تمدهم بالوسائل اللازمة، لم تكن كافية لتخرجنا من هذه الأزمة، وهذا بالذات موضوع إشكاليتنا.

    صادف ميلاد مجلة منتدى شمال المغرب إخراج إصلاح البحث العلمي بعملية قيصرية. هل ستنجح محاولات جمعية منتدى شمال المغرب، عبر مجلتها وبوسائلها الذاتية المحدودة، أن ترفع التحدي الثلاثي لتطوير البحث العلمي على المستوى الجهوي والوطني ثم الدولي ؟ لعل من شأن هذه المحاولة أن تيسر نشر وتطوير مناهج البحث وملامسة مجالاتنا الجهوية، وتساهم في رفع منتوجنا إلى مصاف الأبحاث الدولية (رغم محدودية مواردنا) مع المحافظة على أصالتنا وهويتنا، وهذا يفرض عليها أن تواجه المنافسة على المستوى الدولي (لجنة علمية وفهرسة دوليتين).

    إن إنجاز حصيلة للتجربة التي راكمتها المجلة خلال العشر سنوات الماضية (2005-2016) يطرح بإلحاح، ومن خلالها يمكن تجاوز الأخطاء وتحسين الأساليب للرفع من الانتاج والجودة والمساهمة في تحديث التوثيق بجهتنا ووطننا وتسهيل المأمورية على الباحثين. والهدف هو إبراز مكامن الخلل في البحث العلمي ببلدنا وتنبيه أصحاب القرار لمعالجتها، ونطمح في إنجاحها كنموذج للمبادرات المدنية.

The triple challenge of "regionalization, nationalization and internationalization challenges of scientific research in Morocco : Result of a ten-year experience of the Journal “Revue de l’Association Forum du Nord du Maroc

Abstract :
    Geography in Morocco has known a “sclerosis”, linked to a structural crisis. Half a century has not been enough to take the national policy in the field of research out of its lethargy : a lack of documentation and a shortage of scientific production and publishing. So far only one national Journal covers the geography field (RGM, ANAGEM), while France, for example, had regional Journals in this context almost a century ago! The public policy of reform, having deployed its strategies of upgrading by requiring researchers a production without putting at their disposal the necessary means, could not get us out of this critical situation; this is our problematic.

    Coinciding by chance with “caesarean birth” of a research reform, the effort of a NGO, via the “Revue AFN Maroc”, with its meager means, would happen to meet this triple challenge of "regionalization-nationalization- internationalization "of the scientific research in Morocco? Such an attempt will allow us to further sharpen our methods of investigation in this field, and moreover, such a tool will highlight the achievement of this NGO, improve its performance, and promote the exchange of experience.

    Our multiple objectives are then to promote the regionalization of the research (focused mainly on Northern Morocco) on the one hand, and to strengthen its originality and its nationalist identity on the other hand, without departing from the globalization that is required (scientific committee and indexation). Also, the result of a ten-year experience (2005-2016) is necessary to participate in the documentation and bibliometrics effort, making it easier for researchers and documentalists, and mostly, to develop useful tools that would guide policymaker actions both in public and civil initiatives.
